Colorado Springs homeowners can check almost everything about a roofing job for free: the Pikes Peak Regional Building Department (PPRBD) website shows whether a roofer is licensed and whether a permit was pulled, its reroof guidelines list what the code requires, and the Colorado Division of Insurance helps when a claim stalls. Use these before you sign, during the job and after it. The table below lists each resource and what to use it for.

What the building department requires on a reroof

From PPRBD’s Reroofing Guidelines (revised March 5, 2024):

  • Any repair or replacement over 100 square feet needs a permit, whether a licensed contractor or the homeowner does the work.
  • Only the owner of a primary residence may do that work without a license.
  • All old layers come off before new asphalt shingles go on.
  • Inside the City of Colorado Springs, one- and two-family homes need a Class A roof covering, excluding solid wood.
  • Homes above 7,000 feet need an ice barrier at the eaves; your elevation is on the permit receipt.
  • Materials cannot be stocked on the driveway or roof before the permit is issued.

After a storm, PPRBD adds that the contractor who pulled the permit must request the inspection, and reroof inspections are not done same day or next day because of volume.

Frequently Asked Questions

How do I check if a roofer is licensed in Colorado Springs?

Use the Pikes Peak Regional Building Department's online Contractor Search at pprbd.org. PPRBD requires storm roofing work to be done by a PPRBD-licensed contractor with a permit. Ask the roofer for the exact company name on their license and search that.

How do I see if my roof replacement was permitted?

PPRBD's Permit Search lets you look up permits by address. After your job, the permit should show the reroof and a passed final inspection.

Who do I call if my insurance company stops responding on a roof claim?

Start with your adjuster and their supervisor in writing. If that fails, the Colorado Division of Insurance's Consumer Services team answers questions and takes complaints at 303-894-7490, or 800-930-3745 outside the Denver metro area. The claim itself is still filed with your insurer.

Does the fire department have rules for my roof?

Yes. Inside the City of Colorado Springs, one- and two-family homes need a Class A roof covering excluding solid wood, and the Colorado Springs Fire Department enforces wildland-urban interface rules in mapped areas. Your roofer should confirm the rating of the product before you choose it.
