A storm counts when the library lists Douglas County among the areas it hit. Each hail size is the storm's largest report, which may have fallen in a neighboring county, and insured losses cover every area the storm hit.

In Douglas County, the first roofing question is which building department covers your address. The Douglas County Building Division issues permits only for unincorporated areas, which include Highlands Ranch. Incorporated towns run their own: the Town of Parker has its own Building Division, the Town of Larkspur issues permits inside its town limits through SAFEbuilt, and Castle Rock has its own rules. Each office sets its own inspection steps, so a roof that passes in Highlands Ranch is checked differently a few miles away in Parker.

Unincorporated Douglas County rules

The county’s Building Division page spells out its reroof rules:

  • Permit threshold. No permit for minor repairs or less than one square (100 sq ft). Each separate structure needs its own roofing permit, except one-story detached accessory structures up to 200 sq ft.
  • Inspections. A final inspection on every roofing permit. A mid-roof inspection only for tile, slate, stone-coated steel and similar systems, done at 25 to 50 percent complete, and work may not go past 50 percent until it passes.
  • Ladder. The permit holder provides a secured ladder.
  • Shingles. One layer only, no overlays. Wind rating 90 mph Class D at or below 7,000 ft, 120 mph Class G above it.
  • Ice barrier above 7,000 ft. Drip edge at least 4 by 2 inches on eaves.
  • Load. Roof systems may not exceed 600 lbs per 100 sq ft without a Colorado-registered structural engineer’s analysis.
  • Fire. No wood shakes or shingles. Class A in mapped low, moderate and high fire intensity areas.
  • Contractors must be registered under the county’s Contractor Registration Program.

Our town pages go deeper: Parker, Highlands Ranch and Larkspur. Castle Rock is served from our Denver-area office: see roofers in Castle Rock and the Castle Rock roofing codes article.

A note on Woodmoor

Our Woodmoor page sits under this Douglas County section of the site, but Woodmoor is in northern El Paso County, so PPRBD permits it. See Woodmoor roofing and, just south of the county line, Palmer Lake. East of Douglas County, Elizabeth and Elbert are permitted by the Town of Elizabeth or Elbert County.

Frequently Asked Questions

Does a small roof repair need a permit in unincorporated Douglas County?

No, not if it is minor. The Douglas County Building Division says a permit is not required for minor repairs or replacing less than one roofing square (100 square feet). Each separate structure on a property needs its own roofing permit.

Do Douglas County roof inspectors bring a ladder?

No. The county says the permit holder must provide a ladder, secured for safe access to the roof, on inspection day. Inspections requested before 3:30 p.m. are performed the following business day.

What shingle wind rating does Douglas County require?

At 7,000 feet or less, asphalt shingles need at least a 90 mph Class D wind rating. Above 7,000 feet the minimum is 120 mph Class G, high-wind nailing applies, and an ice barrier is required from the lowest roof edge to 24 inches inside the exterior wall.

Can I put wood shakes back on my Douglas County home?

Not in unincorporated Douglas County. The Building Division states that wood shakes and shingles are not permitted there, and roofs in mapped low, moderate or high fire intensity areas must be Class A under the 2025 Colorado Wildfire Resiliency Code.
