Kyle’s building permit guide does not name roofing in either of its lists, so whether your re-roof needs a permit is a question to put to the City of Kyle Building Department before work starts. The city’s general rule is that a permit is required for any construction that physically changes or adds structures to the property; a like-for-like shingle replacement and a job that rebuilds framing are not the same project. What is clear: contractors on permitted work must be registered with the city and carry liability insurance, and construction is limited to 7 a.m. to 8 p.m. Integrity Roofing and Painting serves Kyle from our Austin office at 13341 W US Hwy 290.
How to get a straight answer on a Kyle permit
Kyle’s “When do I need a Building Permit?” guide lists remodels, additions, window and exterior door replacement and solar panels as permitted work, and painting, finish work and cabinets as exempt. Roofing is not on either list. So:
- Describe the scope in writing: tear-off and re-cover only, or decking, rafters, trusses or a new roof section.
- Ask the Building Department at 100 W Center St., 512-262-3911 or buildingdept@cityofkyle.com, whether that scope needs a permit.
- If it does, the permit is filed through the city’s online Citizen Self Service portal, and the city says the contractor doing the work should pull it, because the contractor is responsible for meeting code. Ask to see the permit before work starts.
- Keep the answer. If the city says no permit is needed, an email saying so is useful when you sell or refinance.
Kyle builds and inspects to the 2021 International Residential Code. A permit expires after 180 days unless construction continues or an extension is granted.
Who can do the work
Kyle’s rules page says contractors must be registered with the city and carry proof of liability insurance. A homeowner can do permitted work on a primary residence only with proof of homestead, meaning a current homestead exemption with the Hays County Appraisal District. For a roof, that matters mostly when you are deciding between doing a small repair yourself and hiring it out.
Kyle’s hail and wind record
Kyle lies in Hays County along I-35, where spring storms from the Hill Country reach the corridor. NOAA’s Storm Events Database, built from National Weather Service Austin/San Antonio reports, includes:
- May 22, 2025: tennis ball size hail, 2.5 inches, near Simon Middle School.
- May 27, 2014: four hail reports in Kyle, up to 1.75 inches.
- January 10, 2020: gusts estimated at 75 mph blew siding off a house, toppled trees and fences, and left multiple houses with shingle damage.
- November 15, 2001: two F1 tornadoes crossed I-35 north and northeast of Kyle.
Of the 12 hail reports placed in Kyle since 2002, 9 were quarter size (1 inch) or larger, and most fell in March through May. After a storm, see storm damage repair and the steps to take after storm damage. Texas law bars a contractor from offering to waive, rebate or absorb your deductible; the claim is yours, and our photos make sure nothing gets missed in the scope.
Roofs that stand up to Kyle storms
Wind-driven shingle damage like the January 2020 event usually starts at edges, rakes and ridges, so starter strips, nailing and ridge products matter. For hail, the Texas Department of Insurance says a Class 4 impact-rated roof covering earns the highest premium credit, set insurer by insurer. Compare impact-resistant asphalt shingles, metal roofing and our roof replacement process. If your subdivision has an HOA or deed restrictions, get the product and color approved before materials are ordered.
Kyle’s neighbors
Buda, just north on I-35, requires a permit for every re-roof and reviews it under the 2024 code. San Marcos, to the south, exempts roof covering replacement unless the new roof is heavier. See every town on our Austin-area service areas page.
