In San Marcos, a roof covering replacement does not need a building permit unless the new roof is heavier than the one it replaces. The city wrote that exemption into its adopted 2021 International Residential Code and 2021 International Building Code, so like-for-like shingles, or a lighter covering such as metal replacing shingles, are exempt, while a move to a heavier covering like concrete tile brings the permit back. In the city’s historic districts, a roof material change also needs a Certificate of Appropriateness, approved before any permit. Integrity Roofing and Painting serves San Marcos from our Austin office at 13341 W US Hwy 290.

Weight is a property of the product, so ask your roofer for the manufacturer’s installed weight per square of both the old and the new covering. When the answer is close or the scope includes framing, file the city’s Permit Requirement Determination form; it lists “re-roof” as an example, and Planning, Building and Engineering each mark whether a permit is required. The Permit Center is at 630 East Hopkins, 512-805-2630, and applications go through MGO Connect.

Historic districts: approval before anything else

San Marcos requires a Certificate of Appropriateness for exterior changes to a building in a historic district, or to a designated landmark, that alter its design, material or outer appearance beyond ordinary repair and maintenance. The city’s rules that matter for a roof:

  • The certificate is required regardless of the need for a building permit, so the weight exemption does not skip it.
  • It must be approved before any other permits are issued.
  • The Historic Preservation Commission meets on the first Thursday of each month.
  • An approval is valid for two years, and expires if work has not started within one year.

Plan the order as: inspection and options, certificate, then material order. Our tile roofing and metal roofing pages compare the materials owners most often ask about, and our guides to tile roof cost in Austin and metal roof cost in Austin cover the budget side.

Why does San Marcos see such large hail?

San Marcos sits where storms crossing from the Hill Country meet I-35. In NOAA’s Storm Events Database, built from National Weather Service Austin/San Antonio reports, its two biggest stones are the largest logged anywhere in Hays, Travis or Williamson counties since 2000:

  • March 16, 2000: 4.5 inch hail just north of the city caused widespread damage to home roofs and windows.
  • April 20, 2006: 4.25 inch hail with 40 to 50 mph gusts along I-35 from Center Point Road to the outlet malls; property damage was recorded at $100 million.
  • May 9, 2024: 3 inch hail at the San Marcos Academy and 2.5 inch hail near the outlet mall; 2 inch hail elsewhere in town broke house windows and destroyed a solar panel.
  • June 9, 2019: gusts estimated at 75 mph partly peeled the metal roof off a house.

The database places 39 hail reports in San Marcos from 2000 through 2025, 11 of them 1.75 inches or larger, and most in March and April. After a storm, see storm damage repair. Texas law bars a contractor from offering to waive, rebate or absorb your deductible and from acting as your public adjuster; the claim is yours, and our photos make sure nothing gets missed in the scope.

Class 4 shingles and the weight rule work together

An impact-resistant asphalt shingle replacing an ordinary one is still asphalt over asphalt, so it usually stays inside the exemption. The Texas Department of Insurance says Class 4 impact-rated roof coverings receive the highest premium credit, with each insurer setting its own discount, so ask yours before you choose. See asphalt shingle roofing for the tiers.

Frequently Asked Questions

Do I need a permit to re-roof in San Marcos?

Not for a roof covering replacement, unless the replacement roof is heavier than the existing roof covering. San Marcos added that exemption to its adopted 2021 residential and building codes. Going from asphalt shingles to concrete tile is the typical case that brings a permit back.

How do I get the city to confirm my project is exempt?

San Marcos has a Permit Requirement Determination form that lists re-roof as an example request. Planning, Building and Engineering each mark whether a permit is required. The Permit Center is at 630 East Hopkins, 512-805-2630, and applications go through MGO Connect.

Can I put a metal roof on a house in a San Marcos historic district?

Possibly, but not without a Certificate of Appropriateness from the Historic Preservation Commission. Changing a roof's material counts as an exterior change, the certificate is needed even when no building permit is, and it must be approved before any other permit is issued.

What is the worst hail San Marcos has seen?

NOAA's Storm Events Database lists 4.5 inch hail just north of San Marcos on March 16, 2000, which damaged home roofs and windows, and 4.25 inch hail on April 20, 2006, with property damage recorded at $100 million.
