In Buda, a roof replacement needs a city permit. The City of Buda lists re-roofing among the common projects that require one, applications are filed online through MyGovernmentOnline, and the contractor on the job must be registered with the city. Buda reviews permits under the 2024 International Residential Code, a newer edition than most of its neighbors use, and homes in the historic district or central business district may also need a Certificate of Design Compliance. Integrity Roofing and Painting serves Buda from our Austin office at 13341 W US Hwy 290; below is how a Buda re-roof moves from inspection to final.
What Buda requires for a re-roof
- A building permit. The city’s permit page names re-roofing alongside foundation repairs and driveways as work that needs one. Minor repair and redecorating work is the exception.
- A registered contractor. A licensed contractor must be registered with the city and listed as the contractor on the application.
- An online application through MyGovernmentOnline, with the documents the Building Division asks for.
- Inspections. Most Buda permits require inspections, scheduled with at least 24 hours’ notice.
- Design review where it applies. In the historic district or central business district, ask about a Certificate of Design Compliance before choosing a new material or color.

What the 2024 code means on your roof
Buda’s adopted codes list the 2024 editions of the International Residential, Building, Existing Building and Energy Conservation codes, some amended by city ordinance. In practice the residential code sets the roofing basics an inspector looks at: underlayment, drip edge, flashing at walls and valleys, and fastening to the shingle maker’s instructions. Because most Buda permits include inspections, the quality of the install is checked by someone other than the crew that did it. Ask any Buda roofer to put the underlayment, drip edge and flashing details in the written scope so the inspection holds no surprises.
Buda’s storm record: more wind than giant hail
Buda’s own reports in NOAA’s Storm Events Database, logged by the National Weather Service in Austin/San Antonio, run more to wind than to giant hail:
- May 9, 2026: gusts estimated at 65 to 70 mph uprooted a tree in the Whispering Hollow subdivision and snapped 6 to 12 inch oak limbs in town.
- May 18, 2021: gusts estimated at 70 mph knocked down trees in Buda.
- May 27, 2014: 1.5 inch hail in Buda, the largest of the 6 hail reports placed in Buda since 2012; the same storm brought 1.75 inch hail to Kyle.
Wind lifts and creases shingles along edges and ridges, and the damage is easy to miss from the ground. Our storm damage repair page covers what to check, roof repair covers fixes short of a new roof, and reasons to replace a roof in Austin helps when the answer is a new one. On a claim, Texas law bars any contractor from offering to waive, rebate or absorb your deductible, and a roofer may not act as your public adjuster. The claim stays yours; our photos make sure nothing gets missed in the scope.
Picking a roof for a Buda home
For wind, fastening and the starter and ridge products matter as much as the shingle. Options include architectural and impact-resistant asphalt shingles and metal roofing. The Texas Department of Insurance notes that a Class 4 impact-rated roof covering gets the highest premium credit, with each insurer setting its own discount. If your neighborhood has an HOA, get its approval of the product and color before the permit and the material order.
Next door to Buda
Kyle, just south on I-35, does not name roofing on its permit lists, so the question goes to its building department. San Marcos exempts a roof covering replacement unless the new roof is heavier than the old one, and Dripping Springs permits work in its city limits and listed ETJ developments.
