In Cedar Park, replacing a roof covering usually does not need a city building permit: the city lists “Roof Covering (non-structural)” among the projects that need no permit. The line is structure. Work that physically changes the roof, such as replacing rafters or trusses, adding a roof section or changing the framing, falls under the city’s rule that construction changing a structure needs a permit. Contractors working in Cedar Park must register with the city. Integrity Roofing and Painting serves Cedar Park from our Austin office at 13341 W US Hwy 290, and this page covers the permit question, the hail record and what to put in writing.
Shingles only, or structural? How Cedar Park draws the line
| Your project | Cedar Park permit? |
|---|---|
| Tear off and replace shingles, underlayment and flashing on the same framing | No, listed as non-structural roof covering |
| Replace damaged rafters, trusses or other framing | Yes, it physically changes the structure |
| Add a dormer, patio cover roof or new roof section | Yes |
| A heavier roof (for example, shingles to tile) that needs framing work | Yes, for the framing work |
The city notes that its lists are not comprehensive, so the Building Permits and Inspections Division at 512-401-5100 is the final word for an unusual job. When a permit does apply, it is filed online through MGO Connect, and the city says residential permits are generally issued in 5 to 7 business days.
Why “no permit” does not mean “no standard”
Without a permit, no city inspector climbs your roof. That puts more weight on what your contract says. Before work starts, get these in writing from any Cedar Park roofer:
- Scope: full tear-off or not, underlayment type, drip edge, and which flashings are replaced rather than reused.
- Decking: the price per sheet for replacing rotten or damaged decking found after tear-off.
- Ventilation: intake and exhaust, so the attic matches the shingle maker’s requirements.
- Registration: whether the company is registered with the City of Cedar Park.
- Warranty: the manufacturer warranty and the workmanship warranty, as separate items.
Cedar Park’s hail and wind record
Cedar Park sits in the path of the spring storms that build along the dryline west of the I-35 corridor. Reports in NOAA’s Storm Events Database, logged by the National Weather Service in Austin/San Antonio, include:
- May 28, 2025: nickel to chicken egg size hail, up to 2 inches, falling for about 20 minutes in Cedar Park.
- March 28, 2014: a dryline hail event; the NWS summary lists 1.5 inch hail in Cedar Park and 1.75 inch hail 1 mile northeast of it.
- June 11, 2009: quarter to golf ball size hail, the largest along Highway 183 in Anderson Mill.
- October 27, 2021: gusts estimated at 65 mph uprooted a large tree and blew down fencing near Buttercup Creek Blvd. and Twin Oak Trl.
Of the 16 hail reports the database places in Cedar Park from 2000 through mid-2026, all fell between February and June, and 8 were 1.75 inches or larger. After a storm like these, see storm damage repair and our guide to the steps to take after storm damage to an Austin-area roof.
Choosing a roof that handles hail
The Texas Department of Insurance says roofing that passes the UL 2218 impact test is rated Class 1 to 4, that a Class 4 roof covering gets the highest premium credit, and that each insurer sets its own discount. Ask your insurer what credit it gives before choosing. Options we install include impact-resistant asphalt shingles and metal roofing. If a claim is involved, Texas law says no contractor may offer to waive, rebate or absorb your deductible, and the claim stays yours; our photos make sure nothing gets missed in the scope.
Neighboring cities, different rules
Cedar Park’s neighbors handle re-roofs differently. Leander also lists re-roofing as exterior work that needs no permit, Round Rock needs no residential re-roof permit but requires drip edge, and Georgetown permits every re-roof. See every town on our Austin-area service areas page.
