Austin enforces the 2024 IRC with local amendments effective July 10, 2025, and most reroofs need no permit: asphalt over asphalt and any covering swap that does not affect the roof structure are exempt, unless the home is in the Wildland-Urban Interface area and 50% or more of the roof is replaced.

General information, read from the official sources listed below on 2026-10-28. Codes and local policies change, so confirm the rules for your address with the building department before work starts.

What it means for a homeowner reroofing in Austin, TX

For most Austin homes, a hail or wind reroof goes ahead without a city permit. That does not suspend the code: the 2024 IRC still governs the installation, and the shingle manufacturer instructions still govern the warranty.

The WUI map changes everything. If the address sits in a mapped proximity zone and half or more of the roof is replaced, the job needs an express permit and the whole roof has to meet the wildfire code: a Class A covering, metal valleys over a cap sheet, ember-resistant vents and noncombustible gutters.

Rotten decking is the other trigger. Replacing more than 128 square feet of deck boards needs an express permit, so a reroof that uncovers widespread rot pauses for paperwork, usually about one business day.

Common inspection failures in Austin, TX

These are items the building department's own code or handouts say it checks or rejects. No public data ranks how often each one fails, so the order means nothing.

  • WUI address reroofed past 50% without an express permit.
  • Combustible gutters or open soffit vents left on a WUI reroof.
  • Valleys without the metal-over-cap-sheet detail in a WUI zone.
  • More than 128 sq ft of decking replaced without an express permit.
  • Untreated wood shingles or shakes installed.

Steps to permit a reroof in Austin, TX

  1. Look up the address on the city interactive WUI map.
  2. If outside the WUI, or under 50% replacement, confirm the work is exempt.
  3. Estimate decking replacement; over 128 sq ft needs an express permit.
  4. For WUI jobs, apply for the express permit and plan the Class A details.

Austin, TX roof code questions

Which Austin reroofs lose the permit exemption?

Those in the Wildland-Urban Interface area where 50% or more of the roofing is replaced. Otherwise, asphalt shingles replacing asphalt shingles, and any covering replacement that does not adversely affect the roof structure, are exempt under Austin R105.2 items 12 and 13.

How do I check whether my Austin home is in the WUI?

Use the City of Austin interactive WUI code map to find the proximity zone. For zones A and B, the Fire Department says to confirm on site by measuring to the nearest wildland. The code covers full and limited purpose city areas, not the ETJ.

What if the roofer finds rotten decking on an Austin reroof?

Up to 128 square feet of roof decking is exempt from a permit. Replacing more than that needs an express permit, which the city usually issues in about one business day.

What does the Austin code table say about an ice barrier?

That none is required. The ice barrier column in Austin Table R301.2, adopted with the 2024 IRC amendments, reads NO. Manufacturer instructions or valley details can still call for membranes.
