No. Texas does not currently require every insurer to give an impact-resistant roof discount. The Texas Department of Insurance (TDI) says each company decides its own discount for each roof class, which tests it accepts, how the product must be labeled, and what paperwork it wants. A Class 4 roof covering earns the highest credit where one is offered. TDI’s Commissioner’s Bulletin B-0008-26, issued September 16, 2026, goes further than before by urging insurers to build meaningful discounts for impact-resistant roofing, but it sets no amount and no deadline. So in Austin the practical answer is: ask your company first, then buy the roof, then send the right proof. This page is general information, not legal or insurance advice.

How the Texas roof discount rule changed
| Year | What TDI did | What it means for you |
|---|---|---|
| 1998 | Bulletin B-0024-98 made roof covering credits mandatory for UL 2218 roofs (metal excluded). Class 4 homeowners credits ran from 4% to 35% depending on territory | Historical only. Those tables are not today’s rates |
| 2003 onward | Under SB 14, insurers began filing and using their own homeowners policy forms | Coverage terms, and later credits, vary by company |
| 2023 | TDI’s roofing discounts page says each insurer sets its own credit and requirements | Ask your carrier; there is no single state number |
| September 16, 2026 | Bulletin B-0008-26 asks insurers to offer actuarially supported discounts for loss mitigation, including impact-resistant roofing and IBHS FORTIFIED Home, and to tell policyholders about available credits | Expect more carriers to file credits through SERFF, but confirm yours has one |
The 2026 bulletin also asks companies not to burden homeowners with redundant surveys or inspection forms when a certificate or official designation already exists. Keep your paperwork; it is your proof.
What qualifies: UL 2218 and the label
UL 2218 drops steel balls of increasing size onto the roof covering. Class 4 survives a 2-inch ball without cracking through; Classes 1 to 3 survive smaller balls. For the credit, TDI’s guidance says the product packaging or label should show:
- the UL 2218 class (1, 2, 3 or 4)
- the mark of UL or another TDI-approved testing lab
- the manufacturer’s name
- the year it was made
- the brand name
Products that meet the standard but lack that labeling did not qualify for the Texas Windstorm Insurance Association credit, and many private insurers follow similar logic. Ask your roofer to save a label from the actual bundles on your job.
The PC068 form, step by step
TDI’s Impact-Resistant Roofing Installation Form, PC068, is the standard proof. It tells your insurer what went on the roof.
- Your roofer fills in the roofing company, property, manufacturer, brand name, year manufactured and installation date.
- Your roofer checks the labeling box, confirming the packaging shows the UL 2218 class, manufacturer, date and brand, and that a label was given to you.
- An authorized representative signs a certification that the roof was installed to manufacturer specifications and is listed as complying with UL 2218 at the class marked.
- You keep the original and send a copy to your insurance company, with the label.
- You check the declarations page at your next bill or renewal for the credit.
Some insurers use their own form instead. Ask which one yours wants before the crew leaves.
Five questions to ask your agent before you buy
- Do you offer a credit for UL 2218 roofing on my policy, and is it Class 4 only?
- Roughly what does it change on my premium, and does it apply to the wind and hail portion only?
- Do you accept TDI form PC068, or do you need your own form or an inspection?
- Does a Class 4 metal roof earn the same credit as a Class 4 shingle?
- Will a Class 4 roof change my roof payment schedule, cosmetic damage terms or wind and hail deductible?
Write the answers down with the agent’s name and the date.
Is a Class 4 roof worth it in Austin?
Austin sees damaging hail most springs; the three costliest Austin hailstorms on the National Weather Service’s list all hit on March 25. A Class 4 shingle does not make a roof hail-proof, and Owens Corning does not warranty its shingles against hail, but it raises the size of stone the roof can take. Our hail damage roof repair in Austin page has the local storm history. The trade-off is a higher material cost against the premium credit, if any, plus fewer claims. Our Colorado guide to whether a Class 4 shingle system is worth it walks through the math, and asphalt shingle options for Austin compares the tiers.
