A roof replacement in Palmer Lake can involve two offices: the Town of Palmer Lake and the Pikes Peak Regional Building Department (PPRBD). The Town says that where a local application is required, it must be submitted to the Town before PPRBD approvals, and that when the PPRBD final inspection is requested, the Town should also be contacted for final approval. PPRBD then applies its regional reroof rules, including the mountain ones: above 7,000 feet, an ice barrier is required at the eaves and roofs are designed for a heavier snow load. Asking Town Hall at the start keeps the job from stalling at the finish.
The two-office sequence
- Ask the Town. Call Town Hall or the Town Administrator to ask whether your roof project needs a local application.
- PPRBD permit. After Town approval and payment, if required, the permit is handled through PPRBD.
- Work and inspection. PPRBD’s final inspection is scheduled by the contractor who pulled the permit.
- Town final. When the PPRBD final is requested, contact the Town for its final approval.
Snow, ice and the Palmer Divide
Palmer Lake sits by the Palmer Divide summit; the Town’s history notes that steam trains climbing to it had to take on water at the lake. Elevation drives the roof rules here:
- Ice barrier above 7,000 feet, either two layers of underlayment cemented together or a self-adhering polymer-modified bitumen sheet, from the eave to 24 inches inside the exterior wall.
- Snow loads. At or above 7,000 feet, PPRBD designs for a 57 psf ground snow load and a 40 psf flat-roof snow load.
- Metal roofs shed that snow in sheets, so we plan snow guards over doors and paths. See metal roofing.
Older homes
Palmer Lake was founded in 1871 and incorporated in 1889, and its history page notes that Estemere, an 1887 Victorian mansion, still stands two blocks from the Vaile Museum. On older roofs we look closely at the decking. PPRBD requires plank decking gaps of 1/4 inch or less; otherwise the roof is re-decked with at least 7/16-inch OSB, overlaid with at least 3/8-inch CDX or OSB, or the gaps are filled.
Tri-Lakes neighbors
Palmer Lake is part of the Tri-Lakes region with Monument and Woodmoor. In Woodmoor, covenant approval comes first; in Monument, see our town page. Over the county line, Douglas County and Larkspur have their own building departments. For another PPRBD mountain town, see Green Mountain Falls, and for all county rules, our El Paso County guide.
