Who permits a roof in Larkspur depends on whether the house is inside Town of Larkspur limits. Inside town limits, the Town’s Building Department processes the permit, and SAFEbuilt provides the permits and inspections. Outside town limits, homes are generally in unincorporated Douglas County, where the Douglas County Building Division issues roofing permits and applies its elevation rules: above 7,000 feet, an ice barrier, high-wind nailing and Class G (120 mph) shingles. Larkspur sits close to that line; the National Weather Service forecast point just north of town is 6,798 feet, and the land rises toward the Palmer Divide to the south.

The 7,000-foot rules in the county
Douglas County ties three requirements to 7,000 feet:
- Ice barrier from the lowest roof edge to at least 24 inches inside the exterior wall line.
- High-wind nailing of the shingles.
- Class G (120 mph) asphalt shingles under ASTM D7158, instead of Class D (90 mph) below the line.
Get your home’s elevation into the bid before you compare prices, because a bid priced for Class D below the line is not comparable to one for Class G above it. The county also bans new wood shake and wood shingle roofs, and requires a final inspection on every roofing permit. The full county code is explained in our Highlands Ranch roofing code article, which applies across unincorporated Douglas County.
