A storm counts when NOAA lists a report in Travis County. Each hail size is the storm's largest report in the seven Austin-area counties, which may have fallen in a neighboring county, and insured losses cover every area the storm hit.

A roof replacement in Pflugerville is checked against the city’s Re-Roof Inspection Certificate: a certified third-party inspector verifies the work under the 2021 International Residential Code as adopted by the city, the inspector and the contractor sign the form, and it is submitted before the final inspection. The acknowledgment of that third-party inspection is signed when the permit application goes in. For a homeowner, that checklist is useful twice: it tells you what a correct roof includes, and it gives you something concrete to hold any bid against. Integrity Roofing and Painting serves Pflugerville from our Austin office.

What the certificate checks on a shingle roof

  • Slope. Asphalt shingles only on slopes of 2:12 or steeper.
  • Underlayment. A double layer on slopes from 2:12 to 4:12: double 15 lb felt, single 30 lb felt, or a single synthetic underlayment, applied parallel to the eaves.
  • Flashing. Corrosion-resistant metal of at least 26 gauge at wall and roof intersections; step flashing on sidewalls; crickets or saddles on the ridge side of chimneys.
  • Valleys. Open valley flashing at least 24 inches wide, or an equivalent method.
  • Fasteners. At least four per strip shingle (or two per individual shingle), 12 gauge shank with a 3/8 inch head, reaching at least 3/4 inch into the sheathing, with no exposed fasteners.
  • Drip edge, installed per section R905.2.8.5.

When an overlay is not allowed

The certificate rules out installing a new roof over the old one if the existing roof is water-soaked or deteriorated, is clay, slate, wood shake, cement or asbestos-cement tile, or already has two or more layers. Old vent flashing, metal edging, drain outlets, collars and counter flashing cannot be reinstalled if they are rusted, damaged or deteriorated.

Using the checklist to compare bids

Ask each roofer to say in writing which underlayment they will use, whether they replace pipe boots and step flashing, how valleys are done, and how many nails go in each shingle. A bid that matches the city’s checklist line for line is easier to compare than one that just says “new roof.” Our crews install to the manufacturer’s specifications with photo documentation at every stage, and you get the photos. For material choices, see asphalt shingles and metal roofing; for timing and tear-off, see roof replacement and what a roof replacement costs in Austin. After a hailstorm, start with storm damage repair.

Rules differ next door: Round Rock requires no residential re-roof permit, and Georgetown permits every re-roof with a city final inspection. See all Austin-area service areas.

Frequently Asked Questions

What is Pflugerville's Re-Roof Inspection Certificate?

A one-page form the city uses for re-roofs. A certified third-party inspector checks the work against the 2021 International Residential Code as adopted by Pflugerville and signs it along with the contractor. The completed form is submitted before the final inspection is called in.

When is the third-party inspection requirement acknowledged?

At the start. The certificate says the acknowledgment of the third-party inspection requirement is signed and submitted when the permit application is submitted, so it is part of the permit from day one.

Can a new roof go over my old one in Pflugerville?

Only if the existing roof is not water-soaked or deteriorated, is not clay, slate, wood shake, cement or asbestos-cement tile, and does not already have two or more layers. Rusted or damaged vent flashing, metal edging and counter flashing cannot be reused either.

Does the checklist cover metal roofs too?

Yes. It has a metal section: lap and field screws installed to the manufacturer's recommendation, closures at the ridge and eaves, sealant tape on laps, fasteners reaching at least 3/4 inch into the sheathing, and the same underlayment rules as shingles.
