Veteran-owned Family-run since 1990 650+ Google reviews

Castle Rock enforces the 2024 IRC under Ordinance 2026-017, and you need a permit to replace a roof; shingle repairs of up to one square (100 square feet) per building are exempt. The town requires a 100% tear-off, has deleted the IRC roof recover section and requires an ice barrier.

General information, read from the official sources listed below on 2026-10-28. Codes and local policies change, so confirm the rules for your address with the building department before work starts.

What it means for a homeowner reroofing in Castle Rock

Castle Rock removed the recover option from its code entirely, so no product or manufacturer instruction can make a layover legal. The old underlayment has to come off too, which lets the inspector see the deck.

Snow load climbs with elevation in three steps: 30, 35 and 40 psf, with no reduction allowed. That matters for heavier roofing such as tile or stone-coated steel on battens, where the framing has to carry the added weight.

Steep roofs get more ice barrier. At 8:12 and steeper, the membrane must reach at least 36 inches up the slope from the eave, beyond the usual 24 inches inside the wall line. Note that the town FAQ page still cites the 2018 IRC for wind and ice; the ordinance is the current text.

Common inspection failures in Castle Rock

These are items the building department's own code or handouts say it checks or rejects. No public data ranks how often each one fails, so the order means nothing.

  • Old underlayment left on the deck.
  • Roof closed up before the mid-roof inspection passed.
  • Ice barrier short of 36 in up the slope on an 8:12 or steeper roof.
  • No ladder staged to OSHA standards for the inspector.
  • Permit left without an inspection for 180 days and expired.

Steps to permit a reroof in Castle Rock

  1. Confirm the address elevation band for snow load and the wildfire map class.
  2. Pull the permit; repairs of one square or less per building are exempt.
  3. Tear off to the deck, including underlayment.
  4. Schedule the mid-roof once dried in with at least five rows, before 50%.
  5. Schedule the final through eTRAKiT or the inspection line.

Castle Rock roof code questions

Is Castle Rock still on the 2018 IRC for roofs?

No. Ordinance 2026-017 adopted the 2024 IRC, and the town amendments took effect June 30, 2026. The town FAQ page still cites the 2018 IRC for wind speed and ice barrier, but the ordinance is the current text.

How far up a steep Castle Rock roof does the ice barrier go?

On roofs of 8:12 or steeper, the amended R905.1.2 requires the ice barrier to extend at least 36 inches along the slope from the eave, in addition to reaching 24 inches inside the exterior wall line.

Does Castle Rock inspect roofs when it snows?

Yes. The town performs inspections as requested regardless of weather unless the permit holder cancels. If there is ice or snow on the roof, the permit holder must clear it before the inspection.
